Healthy Wisconsin: Your Choice, Your Plan

Eligibility:
Every resident of Wisconsin, except those covered by public programs like Medicare, Medicaid, and Badgercare, will be guaranteed access to affordable, high-quality coverage through a provider of his or her choice.

Benefits:
Every participant will have access to a quality affordable benefit package that’s as good as the state legislators’ plan including prescription drugs, hospital and physician coverage.

Cutting Health Care Costs:
Healthy Wisconsin saves an estimated $1.76 billion a year by:

  • cutting waste and streamlining administration
  • lowering drug costs through bulk purchasing
  • discouraging inappropriate use of the emergency room
  • rewarding healthy lifestyles and preventive care
  • closely coordinating care for the chronically ill,
  • rewarding providers who deliver the most efficient and highest quality care

Fair Share Financing:
Employers and employees will pay their fair share into the Healthy Wisconsin Trust.  Payroll deductions are calculated based on income so everyone pays their fair share. Employees’ contributions are 4% of their social security wages. Employers contribute 10.5% of social security wages. On an average salary of $42,300, an employee pays $140 and the employer pays $370 a month. Sole proprietors or those with other sources of income pay 10% of income up to a cap.

Consumer Responsibility:
Individuals are empowered to make healthy and responsible choices.

  • Consumers have information to choose low cost, high quality plans
  • Deductibles: $300 per individual; $600 per family; no deductible for children
  • Co-pays of $20 per office visit; Rx drugs $5/$15/$40 (brand name non-formulary)
  • No cost-sharing for preventive care
  • Cost sharing for chronic disease care waived when patient complies with care
  • Penalty for inappropriate use of the emergency room
  • Consumers encouraged to choose healthy lifestyles

Accountability:
The Healthy Wisconsin Trust is an independent, accountable public-private partnership that creates a fair health care marketplace for Wisconsin residents. The Healthy Wisconsin Trust negotiates with health care networks and providers. Networks follow rules – they must cover anyone who enrolls. They cannot exclude any condition or disease. The Trust offers participants their choice of competing low cost, high quality health plans. 

Lower Property Taxes:
The Healthy Wisconsin Plan is estimated to save state and local governments $1.36 billion. Local governments are instructed to refund this savings to their property taxpayers.
