Schultz Answers Questions on Veto Power Vote
Madison… This year’s spring election may fall on April Fool’s Day, but a ballot measure asking votersto limit the Governor’s veto power is no laughing matter according to Senator Dale Schultz. On Tuesday, April 1st, voters will decide whether Wisconsin’s Governor can continue using a practice known as the Frankenstein veto to create laws never approved by legislators.
Schultz said many voters are unaware of the ballot question and are asking where they can find more information. That is why he launched a web page with illustrations of a recent Frankenstein veto so voters can inform themselves before heading to the polls. He said the page also provides information on the history of the Governor’s veto power, answers to frequently asked questions on the ballot measure and a description of the constitutional amendment process. Schultz said prior to 1931, Wisconsin’s governor had the power only to veto bills in their entirety. It was then that Wisconsin’s voters approved a broad constitutional amendment stating that “appropriations bills may be approved in whole or in part by the governor”.
Schultz said this is the second time since the partial veto was created that voters have been asked to refine it. According to Schultz, there is tremendous support for the current amendment and even if it passes, the Wisconsin Governor would still have the most expansive veto power in the entire country.
