<description>Congress passed the Real ID Act of 2005, requiring states to make significant changes to their state-issued identification procedures. Soon after the legislation was signed, states began making plans to conform with the new federal requirements. In Wisconsin, 2005 Wisconsin Act 126 added a citizenship inquiry to the process of acquiring state-issued identification; 2007 Wisconsin Act 20, the 2007-2008 biennial state budget, later made more substantive and significant changes to the state's procedures.</description>
